“They sowed the wind and now they are going to reap the whirlwind” After the Luftwaffe carpet-bombed London and other British cities in 1940, the head of British Bomber Command, Arthur Harris, was straining at the leash to retaliate. For three years, he led the most intensive bombing campaign in history. Squadron after squadron was hurled against industrial sites and German cities to destroy factories and flatten homes. The aim was to crush German morale, destroy industrial production and force a surrender.
